In a civil suit filed in Superior Court on Tuesday, Cedar Grove Police Captain Eileen O’Toole claims she was passed over for promotion as chief of police in an act of retaliation she alleges was orchestrated by her powerful brother — Port Authority Chairman Kevin O’Toole — over a family slight.
