Welcome to InsiderNJ’s COVID-19 update center. Here readers will find the information we post related to the outbreak, in one place, including statements and announcements from official sources, be they governmental agencies, departments, or elected officials, from the state, county, and local levels as InsiderNJ becomes aware of them. There’s a lot of information coming through, and we know it can be challenging to keep up. Our aim is to segment the information in a digestible format, along with links for further reading. This update tracker will serve as a chronological reference tool for better understanding the developing narrative, the gravest and most challenging facing New Jersey since Super Storm Sandy. 5/20 8:07pm: Governor Phil Murphy signed Executive Order No. 149, allowing the resumption of child care services, youth day camps, and organized sports in the coming weeks.
Governor Phil Murphy and Superintendent of the State Police Colonel Patrick Callahan today announced an Administrative Order authorizing horse racetracks to reopen on June 1st with no spectators, and with health and safety protocols in place.
New Jersey Department of Children and Families today released specific operating guidance for centers in order to preserve the health and safety of children, staff and the families being served.
Over two dozen churches filed a lawsuit against Governor Murphy over his refusal to classify churches as essential, arguing his actions are an unconstittional infringement on freedom of religion.
Republican Senate primary hopefuls spoke at a rally and blasted Governor Murphy’s lockdown measures.
Hudson County legislators came out in support of Governor Murphy’s emergency borrowing proposal. The Hudson County Central Labor Council supports the proposal, as does IFPTE Local 194.

5/29 10:40am: NJ State PBA President Colligan today released a statement in support of the COVID-19 Budget Recovery Bond Act.
Senate Majority Conference Leader Vin Gopal (D-Monmouth) today joined the New Jersey Restaurant and Hospitality Association in calling on Governor Murphy to immediately lift the statewide prohibition on outdoor commercial dining and issue a concrete roadmap toward permitting indoor dining within the coming weeks.

5/28 8:02pm: Governor Phil Murphy today signed legislation (A4157), which temporarily extends the deadline to file a property tax appeal to July 1, 2020, and the deadline for county boards of taxation to render decisions in tax appeal cases to September 30, 2020.
The Mayors for “Main Street” sent a letter to state and county officials to outline a list of actions needed to help reopen and lift restrictions on businesses in their communities and help to alleviate the struggles that many residents are facing.

5/28 3:28pm: State Treasurer Elizabeth Maher Muoio testified during a virtual hearing before the Assembly Budget Committee today, providing a detailed revenue report and fielding questions on the difficult choices the Murphy Administration has been forced to make in order to close the massive gap that looms for the remainder of the extended fiscal year due to the devastating impact COVID-19 has had on New Jersey’s finances.
Playing tennis in the parking lot really isn’t good enough. So, Jennifer Rogers, the owner of the Randolph Tennis Center in this affluent Morris County town, is ready to take action.
NJ Realtors: as expected, housing market numbers in April were down in almost every category, except price.
Senator Declan O’Scanlon, Assemblywoman Serena DiMaso, and Assemblyman Gerry Scharfenberger (R-Monmouth) today called for Governor Murphy to permit graduation ceremonies as of June 15th and remove the restrictive guidance issued.
The Boards of Chosen Freeholders in Hunterdon, Warren, and Sussex Counties have called on Governor Phil Murphy to allow for a regional re-opening of businesses in New Jersey’s northwest corner and announced the creation of a ‘Gateway to Resources for Business Re-opening’ website that provides the latest information on the best practices for commercial re-openings.
Senator Anthony M. Bucco said the New Jersey Motor Vehicle Commission (NJMVC) has failed to respond to his repeated requests to produce an overview of their reopening plan to demonstrate they will have sufficient capacity to handle a surge in customers that should be expected after agency offices have been closed for months.
Senator Pennacchio said a report by Forbes that one in 10 New Jersey nursing home residents have died from COVID-19 supports the need for an immediate investigation into the state’s pandemic response.

5/27 4:15pm: The fifteen members of the New Jersey Senate Republicans caucus sent a letter to Governor Phil Murphy calling for clarity and action to reopen more of New Jersey.
A lot of things are nice to do, but timing counts. Phil Murphy clearly disagreed with that notion today when he was asked – more than once – about a state Turnpike Authority vote to sharply increase tolls on the Parkway and Turnpike when the pandemic has many residents struggling financially.

Mayor Ravi S. Bhalla today signed an executive order permitting fitness clubs to utilize certain City fields and parks in order to facilitate safe, socially distanced outdoor workouts.
5/27 2:53pm: Senator Kip Bateman slammed the approval of multiple toll hikes on the New Jersey Turnpike and Garden State Parkway while New Jerseyans remain stuck at home under the Governor’s lockdown orders.
Senator Joe Pennacchio once again commended news that the Senate will establish a special committee to investigate the state’s COVID-19 response and asserted that the panel must be empowered to subpoena witnesses.
Union County Clerk Joanne Rajoppi announces that beginning on Tuesday, June 2, the County Clerk’s offices will begin in-person appointments to swear in notaries and assist persons seeking to register trade names, tax waivers and clerk’s certificates.
5/27 2:13pm: On his way out of today’s press briefing, and just before he masked up, Governor Phil Murphy offered his views on masks in the middle of an ongoing Marvel Comics-like collision between President Donald J. Trump and challenger Joe Biden.
5/27 1:12pm: The statewide COVID-19 count is 156,628 cases and 11,339 fatalities, an increase of 970 cases and 148 deaths since Tuesday. ‘Cases continue to be down from the peak’, said the Governor. New hospitalizations are down – ‘an enormous amount of progress’, he said, adding that ‘our overal trajectory remains positive’.

5/26 2:08pm: Phil Murphy, who was in Seaside Heights over the holiday weekend, says he’s happy most people he saw were behaving responsibly. It’s probably good he wasn’t in Point Pleasant.
5/26 11:46am: Governor Murphy today noted that professional sports teams which train or play in New Jersey are allowed to practice and engage in games or matches, if their leagues resume competition.
Union County announced the county-wide distribution of 100k surgical masks to residents.
Rep. Sherrill introduced legislation to ensure benefits for National Guard members deployed during COVID-19.
Atlantic County reports 2,097 COVID-19 cases total as of Tuesday.
5/26 11:10am: The statewide COVID-19 count is 155,764 cases and 11,191 fatalities. The Governor said the numbers on Tuesday are distorted by the holiday weekend, but the trends continue ‘very meaningfully in the right direction’; the spread as slowed considerably. New hospitalization cases continue to go down (down 1,500 in the past two weeks; ICU patients are down over 400 cases from two weeks ago), as do cases in long-term care facilities. ‘We are way down from our peak’, said the Governor. It’s been ‘constant and undeniable’, with ‘many more good days than bad’.

5/24 10:46pm: Attorney General Gurbir S. Grewal and Colonel Patrick J. Callahan, Superintendent of the New Jersey State Police, on Friday announced enforcement actions from the past week, including coughing and spitting assaults, bias incidents and noteworthy violations of Governor Murphy’s Executive Orders.
Between now and the end of the next fiscal year, June 30, 2021, the state projects to reap $10 billion less than it normally would from its three major taxes.
5/22 2:19pm: The Senate will establish a special committee to investigate a range of issues related to the coronavirus crisis, working to identify immediate and long-term remedies to the social, governmental and financial problems caused by the pandemic, Senate President Steve Sweeney and Senate Republican Leader Tom Kean, Jr. announced today.

Gloucester County reports 2,003 COVID-19 cases total as of Thursday.
Mayor Ras J. Baraka presented the first phase of the plan to re-open New Jersey’s largest city beginning June 1 during a press conference at NJPAC today at noon. The Mayor called the phase “preparation” to look at how the City might eventually re-open.
5/21 5:22pm: The Assembly Republican caucus sent a letter to Assembly Speaker Craig Coughlin Thursday supporting a select committee with subpoena power to investigate the loss of life in New Jersey’s long-term care facilities.
The picture in New Jersey nursing homes is not good; many of the state’s coronavirus deaths have occurred there and some of the details have been ghastly.
In an effort to help protect the thousands of seasonal farm workers in New Jersey, the state Departments of Health, Agriculture, and Labor and Workforce Development have issued guidance on working conditions as well as testing/treatment procedures to assist agricultural businesses and farm workers in minimizing the risk and potential exposure to COVID-19.

5/21 1:05pm: The statewide COVID-19 count is 151,472 cases and 10,843 fatalities as of Thursday, May 21st, an increase of 1,304 cases and 98 deaths since Wednesday.
